Rhonda Lynn Porter was born 20 October 1946 in Phoenix, Arizona to Norman Randolph Porter and Genevieve Lillian Winkle.  In 1951 her mother remarried Charles Thomas Weyer (Rhonda took the last name of her stepfather).  Rhonda attended school in the Mead School District for 12 years.  On 21 December 1964, during her senior year, Rhonda married James E. Jiskra in Kootenai, Idaho. They had three children together: Lisa, Kelly and Shelly.  Rhonda and James divorced on 4 March 1986.  On 7 April 1986 Rhonda married Ronald E. Davis in Spokane. They divorced on 22 March 1989.  Rhonda's daughter, Lisa Rochelle Hill (Jiskra) passed away on 21 Mar 2016 of cancer at age 49.  Rhonda L. Jiskra passed away on 17 September 2017 at age 70.
